Place apples in 9 x 13-inch baking dish.

Mix sugar, flour and cinnamon together.

Toss into apples.

Sprinkle lemon juice over apples.

Pour the water over the apples.

Topping: Combine the oats, flour, brown sugar and soda.

Cut in softened butter.

Sprinkle evenly over the apples.

Bake at 350° until top is golden brown, about 45 to 50 minutes.
